Nah, I'm pretty sure it's a county. Iowa isn't big enough to be its own parish.

According to their Facebook page, they're renaming the park Pirates Cove Water Park and they'll be opening Summer 2017. Lifeguards should look for job postings in February. 
I also found an article from 2013 saying they were expecting a "soft" opening that summer.

You must have not spent more than 2 weeks in Louisiana if you think that there's anything called a county in Louisiana. Here, it goes town/city>parish>state>country
