It is.
The fastest way is 55 South to 10. Then 10 to NOLA.
The only spot it really backs up is at the curving bridge by Power and Veterans. For some reason every car that goes over taps their brakes and this chains down the line. Then you have a god awful left entrance to the Interstate and three right entrances within 3/4 of a mile.
