Atlanta. I have to go there 3-4 times a year. There’s about a 15 second glimpse where you crest over a hill on I-20 like 7 miles out coming from the west where the city is really pretty. But you get there and that place is just a nasty arse shithole. Tons of garbage and homeless people under most every overpass.

I have been everywhere. Jackson and Memphis poor areas are nasty as hell.

Buffalo. I don't think there is a dirtier US city than Buffalo. Everything looked rusted out.

Easily Portland
New Orleans is cleaner than Portland.
ETA: Selma AL is pretty dirty too, but that's more in a "run down ghost town" sense than a "filth on the side of the road" sense.

The city with the worst roads in the US is Houston, TX right west of downtown, not in Louisiana. I've lived in the 3 biggest LA cities and compared to specifically the Montrose/Midtown roads in Houston, they are pristine.
Drive down Westheimer, Alabama St, or Richmond Ave in Houston and the neighborhoods in between, and your car value will drop $1,500 by the end of the week. 3rd world country bad. Not the interstates, but the roads in this area.
You'll no doubt come across 8-12 inch drop offs or potholes in this area on any trip. People in Louisiana automatically defer to thinking everything in Texas is nicer, but this part is not true. That and the DMV's here are a much longer wait, with lines going hundreds of feet outside the building sometimes.

I have spent plenty of time in Portland. I was there last week. The homeless people camping everywhere is the problem. The neighborhoods are fine.
