What would the OT do?

Long story short:
One of my neighbors has a fairly large mutt that basically lives in their front yard 24-7. Probably close to 100lbs. Every time someone walks or runs by, the dog starts growling and chasing them down the street. I witnessed one runner turn around and whip the crap out of the dog after it tried to jump on him one afternoon. He confronted the dog owner and threatened to call the police, but didn't. I DO NOT TRUST THE POLICE WHEN IT COMES TO DOGS, so that will be my last option. I like to run down the street occasionally, but I am not sure what my reaction would be if the dog tries to bite me or tackle me.
What would you guys do?
