Going to start doing some cardio again and want to work some weights in build up my arms. What is a good set of weights to use at home?

Get resistance bands.
ETA: they take up less space and you can do more with them.
ETAA: they are cheaper, too.

I have some imitation dial up bowflexes.
They are square and all the weights are equal. $200 and they go up to 75 lbs.

I would go with free weights or resistance bands.. A lot of exercises can be done with just a few basic items

Some sort of power tower to do pullups/chinups and dips.
Chinups and dips are the best exercises for your arms. They're also total (upper, anyway) body exercises.
I wouldn't add weights unless you're willing to get a power cage (which can replace the tower and dip stand, if you get the right one), and an olympic bar.
Squats, benchpress, shoulder press, barbell row, deadlift, pullups/chinups, dips. Those are your basic exercises - until you're doing all of those, I wouldn't expand outwards to the more specialized or assistance exercises - those I listed are all you need to be strong as an ox and big as a house.

Buy a Power rack, a bench, a barbell, and some Olympic weights and you will never need anything else.

You can buy a set of resistance bands for about 40 bucks.

Forget cardio. Buy yourself some nice dick weights instead.
