That shopping center is notorious for being ridiculously overpriced (in terms of rental rates) and owned by Hartley/Vey. Also known as people who don't seem to give a rats arse if 99% of the entire complex sits empty.
I don't know if they're building anything. They probably just tore it all up with bulldozers and just said "frick it."
