What brand of ammo would you recommend for a tactical rifle

I know that some discharge cleaner than others, and some are just garbage. From I am seeing all ammo cost about the same, but I see that there are definite differences when shooting

Shoot whatever you can find. Doesn't matter much. Steel cased wolf ammo is dirty, but shoots just fine. If you're like me and clean your guns after each range trip, it doesn't really matter.

Plinking ammo or self defense?
For plinking ammo through my AR, I use the cheapest brass cased I can find (wolf gold, American eagle). For defense, I recommend Barnes 5.56 70 grain tsx or Black Hills mk262 77grain.

Whatever you can get for the cheapest price per round. Even if steel ammo had super negative wear and tear effects on an AR, there's no shortage of AR parts on the market and you'll save more on ammo than you'll spend replacing a bolt or carrier or barrel after a hundred thousand rounds.
