No, it has nothing to do with a race war. Its more of his thoughts on race and why society is the way it is. He does seem to be a big fan of segregation, but not white flight. It only takes a couple of minutes to read, its more like an essay than a manifesto, and it is very interesting so its worth the time. Im not gonna link it but you can easily find it with a google search.
