Memphis, Baton Rouge, Dallas, and Houston have better food than your average mid west shite hole.
I guess that is a personal preference though since many mid west shite holes outrank New Orleans.

Personal feelings about a place aren't measured. New Orleans is outranked by Baton Rouge, Atlanta, Austin, and even Scranton, PA because it represents a poor value to outsiders. That's addressed in the article:

Northwest Arkansas is actually very nice. Good schools, clean air, low costs of living, plenty of outdoor activities, etc.

Pretty self explanatory.. it overcame the low affordability score with high marks elsewhere. San Jose has pretty obvious positives along with that negative.

San Jose and the west bay area up to San Francisco is very nice. Incredibly expensive....but very nice.
