Update: I went under the house and wrapped the pipes I could get to with hand and feet warmers and put my buddy heater near the crawl space and now I have hot water coming coming out of the cold water faucet but no hot water coming out of the hot water faucet.

Homeowners will cover water damage if the source of the water was inside the home. I know this because during a drought a few years ago a mouse got into my home and chewed into the waterline that fed my fridge.
How that pertains to a busted pipe I'm not sure.

Flood insurance covers RISING water, that does at least one of the following:
1. floods two or more acres
2. floods your house and one other property

Just because you don't have water now doesn't mean you have pipes that burst. I grew up in a crappy shack. Me might not have water for a week in the winter but never had burst pipes. It has to freeze solid enough to expand to actually bust. It might slushy or partially frozen enough to disturb the water flow but that doesn't mean you will have a huge plumber bill.
If you do end up with burst pipe it will likely be under the house, not within the walls.
