Trying to remember the name of a Nintendo game from late 80's/early 90's

You were a bird man of sorts and flew in a straight path moving from side to side killing enemies. You shot 3 bullets that exploded outward. When you "leveled" up, it became 3 arcs of fire power. I can't for the life of me remember the name of the game. Please help!
