It probably is very popular everywhere or most places in the US, and that's why it wouldn't be on this list. The list is supposed to be about what a state has more of than other states. Not what it has the most of.

That's why Virginia is Peruvian even though it probably doesn't have a ton of it. It just has more of it than anybody else. According to Yelp.

Breakfast/Brunch is/are cuisine?

The only ones more stupid than that are Foodstands, Gastropubs, and Buffets.

Jeffery Dahmer was from Wisconsin, I guess that's the derivation of "Traditional American cuisine"?

There is a disproportionate amount of hot dog restaurants in WV compared to the rest of the States. You have Hot Dog King, Hot Dog Queen, King Dog, The Dog House, Good Dog Almighty, Dog Day Diner, Weiners, Frank Furters Hot Dog Emporium, Links Inc, Coal Miners Dogger, Dogs A Plenty, Daffy Dogs, Le Cafe Chien, etc., etc.. They love some hot dogs in WV.
