No, Iberville Parish has MSA and a bunch of poor-performing schools. MSA scores get distributed around the Parish to boost those poor-performing school scores. This manipulates and doesn't show how poorly those schools are actually doing.

Your right every job has leaches, however in every job they are not protected by a Union, given a pension, and cheap healthcare, while not having to deliver measurables.
If a leach works for my company they get let go quickly if they cant meet the measurable goals, meanwhile in Academia the leaches are protected.
