A neighborhood or HOA simply doesn't have the authority to pass a law or ordinance.


They can make rules that apply to members of the association, but that's it.


They can put up signs that may scare off some solicitors, but they have no legal meaning/binding what so ever.


ETA. If it's a private road, obviously this doesn't apply, but any neighborhood with public streets is fair game.

The neighborhood HOA applies to the City Parish Government to have their neighborhood declared off limits to solicitors by the City Parish. The neighborhood compeltes the process. Once the City Parish deems the neighborhood off limits to solicitors the City Parish posts signs at the entrance(s) of the neighborhood saying it it illegal to solicit in that neighborhood.
