I can only guess. The fuel in these rockets does not require ignition, it is a two-part (or more) fuel that reacts by burning as soon as the two parts mix. The rocket is not built to survive a crash and when it does, all the fuel leaks out and mixes resulting in ignition of all of it (that's left) at once.

I was a welder out at Vandenburg Air Force base in California for Space X. We built the launch pad for the Falcon Heavy. The rocket is filled with liquid oxygen (no air in space so you have to bring your own) for combustion. So once the rocket tipped over, any spark and it goes BOOM!
