but not for contents, what are their options? Apply for DisasterAssistance.gov but are there any other resources to help cover furniture and other contents?

If you have coverage for dwelling your covered for everything up untill the point of your content coverage. Unless you have riders on Jewlery , guns, antiques you'll get a said amount usually 2k per. i have riders for 100k on each and 1 mil rider on non covered.

No... I was fortunate. My parents knew they had flood insurance but they didn't realize that it was only dwelling.

What do you mean? So if they have 200k of dwelling coverage but only 100k of dwelling damage, they get the other 100k anyway which they can use for contents?

The content coverage is the problem. Now I'm trying to see if there's a way to get federal assistance for contents even though they have insurance coverage for dwelling.

Shouldn't get it for dwelling. That $2k couch and $1k TV you bought 4 years ago are about $200. You can buy a used couch and TV to replace it 1:1 if you want anything "replaced"

I believe built in appliance will go towards dwelling replacement. But anything that can be moved is not.

Anybody that starts saying words like riders knows nothing of what they are talking about

Throw that shite away, wait about 9 months and take a vacation. Come home and call the police and tell them you got robbed and call your insurance company and get all new shite. Just frick them back when they frick you. There is always a way to frick an insurance company and they certainly don;t mind fricking their customers.

And they will require proof of loss and police reports. Not only have you committed insurance fraud, but also falsified a police report. Enjoy the jail time. Not to mention insurance companies will be able to see that there was no contents coverage on a major water loss.

Those things have nothing to do with a flood policy through the federal govt. you are not covered for everything either. Appliances, cabinets and AC are covered under the building coverage, but not washer and dryer. There are no riders or anything on flood coverage. Your riders or floaters are attached to your homeowners which will not give you any coverage for a flood. They are separate policies and do not crossover in any way.
Also, contents are ACV.

Doesn't work that way, you need separate enhancements for contents. Similar to business coverage. Building replacement covers the building, but you need bpp for the contents
