One time I drove through Shreveport and saw a ton of people running under the overpass and some guys dressed up like aliens were walking after them. Turned out they were filming a movie. Maybe this was part of a movie and they were extras? Who knows.

I don't know much about Shreveport but I will say running interstates through urban/high density neighborhoods almost always make them worse off. They cut the flow of surface traffic and kill what businesses are left is the neighborhoods.
So while it may not be the best neighborhood, most go through cycles and gentrification almost always happens on some level. Cutting a historic working class neighborhood with local businesses in half with an interstate won't help st all.
Just my $.02 not knowing the area or neighborhood just speaking of most urban environments that have dealt with something similar

Yes but that's just one small area. Everything west of Pete Harris is a complete shithole
When I was a teen we would load up a friend's 67 charger and cruise through the area. We got in multiple car chases as a result. Things kids could get away with in those days
