I think he is trying to limit the number of years a stripper can operate her own free standing medical clinic capping the limit at 28
18 years old after high school
2 years of college
2 years of nursing school
2 years of nursing experience
2 years of NP school
This would give them a 2 year buffer to transition from stripping to private paractice
