We saw one of these in Lynchburg, TN this past weekend. I'm not sure but I think in some states, like Texas for example, they're having to pass new laws covering these things because under the current laws it doesn't actually fit the definition of a motorcycle or a car. In my personal opinion, it should be classified as an open cockpit car. Look at this interior....
It's got bucket seats, steering wheel, and regular stick shifter. The only thing that is remotely like a motorcycle is that it doesn't have 4 wheels.

There at at least 2 in Pville I've seen up and down 61 and 42. Middle aged middle class white dudes driving these.
Also we were next to one at stop light on Canal street two weeks ago. Same demographic driving it. But this guy was in full blown(awfully hot for time of year btw) motorcycle helmet with visor up and blasting techno music. People on the street were snapping pics of him like crazy.

I saw one of those downtown NO a couple of weeks ago. It looks kind of like a suped up go kart to me.

We were there Saturday the 25th. Was the guy you saw wearing a motorcycle helmet(like a real one) and awkwardly blasting techno(he was 50+ white dude looked like a Dr or someshit). He was cruising Canal street in his ride.
