Even if this was true (it isn’t), how is that worthy of praise? That’s literally the absolute minimum standard to which S&WB should be held to. All of the pumps working should be a “D” grade. That’s where you start from, not your goal.

I'll give Cantrell the benefit of the doubt for now. She tossed out a lot of Mitch's old cronies infecting these institutions.

Plus this is an easily verifiable claim, just wait a couple of weeks for a big thunderstorm.

The official standard is 1.5 inches of rain the first hour and 1 inch per hour after that.
