Dumb? How do you figure? This Russian space bomber just the next step in a never ending process that's been going on since WWI. One side develops a plane that can go higher or faster to avoid the other side's defenses so the other side in turn develops new defenses. This is just the next step in that process.

A private company spent the money to develop a pen-- then sold the results to NASA for a decent price, there's a reason our guys didn't use Pencils-- we actually cared about Astronauts coming back, dozens of dead Cosmonauts didn't matter.

Yes we do.
The delta-V for anything higher is too prohibitive to be feasible for a manned unit.
If you are looking for a high and fast first strike weapon, your research needs to be in the SLBM platform.
You won't be able to beat <6 minutes of a SLBM detonation from a launch a few hundred miles off the seaboard.
