I don't think it COULDN'T happen. i just think it's not incredibly likely.
While I think that it's possible in some deeply segregated cities, blacks are a lot more integrated in the south than the north. i think what we've seen in Ferguson and Baltimore is youth who probably don't know and see a ton of white people in their neighborhoods. lot more of a mixture of the cultures down here and there's some names to faces that i don't think exists up there. i could be wrong, but in my time in Philly, Jersey, D.C., and NYC, there were pretty clear cut black and white areas. not saying that doesn't exist in the south, but less so.
I think blacks in the south also know that the general populace is much more armed and triggerhappy than our northern brethren and would give some pause.

New Orleans has seen riots many times. We've seen quite a bit of violence in Memphis recently. The reason riots in the south have rarely gotten out of hand, like we see in Baltimore, is our lax gun laws. In Baltimore, the rioters knew that once the police "gave them space", they could essentially rape, pillage, and burn at will due to the fact that Maryland's strict gun control laws ensured local business owners and citizens were unarmed. In Louisiana, that certainly would not be the case.

The thing about New Orleans that differs from Atlanta, Memphis, Baltimore and such is that you are really packed and intertwined in there. It could get very bad in New Orleans.
Very close to the 9th ward is the booming and rejuvenating Marigny/Bywater. Uptown and the Garden District boasts grand and majestic estates. In reality, they are only a block or two away from Section 8 housing. The expensive and nice Warehouse/CBD area is a stones throw away from Central City. Hollygrove is right there by Carrollton and Mid City. It's not just "the 9th ward". Central City, Holly Grove, sections of Tchoupitoulas and the Irish Channel are not 9th ward.
It could get really ugly.

New Orleans is not much different than Baltimore when it comes to area segregation. They are both 60% + black.

I could see New Orleans being a problem because there is so many thugs around looking for trouble. Seeing this happen over and over has pretty much made me decide to get an AR-15 very soon.

I am not sure there is a city better prepared to deal with large crowds/numbers who are able to cause trouble than New Orleans.
