Rental Property Conundrum...UPDATE in op

For about 3 years, I have owned one side of a duplex, which I use as rental property. About 2 weeks ago, I was able to buy the other side.
About a week before I had the opportunity to buy it, the previous owner had an "electrician" doing work on the property. I shite you not, this baw looked like the dude in the picture.
Of course, I had my electrician look over the main parts of the electrical system before I bought it, but this thing has to have electrical problems. Certain lights will flicker, go out, come back on, etc; I had a light in a plug that just went out for a couple of minutes; and just other random things. We only noticed these issues this weekend.
Here is the conundrum...
I've got new tenants that "need" to move in on Monday afternoon, but my electrician is out of town and can't get to the property until Thursday.
Since the problems seem minor, I'm considering just letting them move in until then. I don't know why they had to move in by Monday, but they seem adamant about moving in on Monday. Also, my electrician said, depending on the issues,that he may have to disconnect power to the other unit for a short time. This could seriously inconvenience the new family in the old unit and possibly cost me a good tenant in the new unit.
Is crackhead, baw "electrician" and my electrician's initial, brief inspection enough? It's only a few days before my guy can get there...the biggest issues are a burnt looking plug that was hidden under a stairwell, power to plugs and lights going in and out...my guy said the major components looked ok. He did say that the safest option would be to kill the power in that unit until he checked it out.

UPDATE: I finally talked to the new tenants. They only "need" to move in on Monday bc this place is nicer and in a better location than their current place. They could stay in their old home, but they'd rather move to the new place on Monday anyway.

Tell the new tenant the issue and say that if they move in Monday, no guarantees on how well the electricity will work until your guy can look at it Thursday

Let the new tenant know what's going on and to expect a light flicker or two, and have your electrician come as soon as he's available.

Real answer: At least make sure the fire alarms have working batteries in them if you are found to let them move in.

It seems as though you're not hurting for money, why not find someone you trust rather than the meth head.

how many breakers are there? Maybe have your electrician install all arc-fault breakers. That will at least cause the breaker to trip if there is electrical arcing, before you have a fire or something.
Then just isolate the circuits that were repaired and locate what is probably loose connections in junction boxes. Having the arc faults in would protect the tenants from the worst case scenario and hopefully most of what he needs to get to is accessible. Generally when you have an issue behind a repair, it's' something that was repaired causing the issue. Could be as simple as a loose neutral somewhere.
