My understanding is that if you get the lifetime permit, you still have to go through a class every 5 years and provide that cert to LSP.
I agree with deathvalleygrass except there's more to it than that.
Reasons I would not get a lifetime permit in Louisiana:
1. When you start to move outside of the standard 5-year window the lines of reciprocity start to get grey. Other states may have issues with it if you plan to travel and carry.
2. As he stated, you wouldn't be able to use your permit to skirt the NICS check. But Louisiana has already not finalized the specifics on that law with the ATF so it's still not even currently happening, despite the law being passed a year or two ago.
3. I personally believe Louisiana will have Constitutional Carry (no permit required) within 10 years. And since lifetime permits are prepaid for 20 years ($500 rather than $125 for a 5-year) you're wasting money.
Multiple states have passed Constitutional Carry in recent years. I believe they are:
Montana
Alaska
Arizona
Vermont
Maine (recent, and also surprising)
Kansas
Arkansas (for residents only)
EDIT: TexasTiger is also right about the 0.05 BAC. But again, there's more to it than that.
You can be pulled over and blow less than a 0.08 but an officer can still deem you "under the influence" on perception alone. My advice when carrying - don't drink at all.
Plus people should know that breathalyzers do not measure BAC - they measure how much ethanol is on your breath. The sensors inside breathalyzers are also very sensitive and prone to error.

Maybe I am misunderstanding what you said, but if you have a permit issued on or before March 9th 2015 you can bypass the NICS check in Loiuisiana.
The passage of Act 221 of the 2014 Regular Session of the Louisiana Legislature amends La. R.S. 40:1379.3 to require the Department of Public Safety to conduct a check on every Concealed Handgun Permit applicant through the National Instant Background Check System (NICS) of the Federal Bureau of Investigation. Pursuant to Act 221 of the 2014 Legislative Session, approval from the Bureau of Alcohol, Tobacco and Firearms has been obtained and possession of a current and valid 5-year Louisiana Concealed Handgun Permit, issued on or after March 9, 2015 shall constitute sufficient evidence of the background check required pursuant to 18 U.S.C. 922(t) for the purchase of a firearm, and may be used in lieu of a NICS check. However, as stated in Act 221, possession of a Concealed Handgun Permit that has a Lifetime designation shall not constitute sufficient evidence of the background check pursuant to 18 U.S.C. 922(t).
ETA: Not that it is a huge deal, as I don't have an issue doing a NICS check when purchasing, but anyone who received or applied for their permit has to wait the full term of their current permit before renewing and being able to use this process.

Unless it happened in recent months, I haven't found an FFL that can successfully do it yet because the specifics have not been worked out with the ATF. The law still stands but if the dealers can't do it then that's where it stands.
But if you know someone who has then I will happily eat some crow.

I have my FFL and there is a section of the 4473 that deals with this. Question 23-No NICS check was required because the buyer has a valid perrmit from te state where the transfer is to take place, which qualifies as an exemption to NICS.
ETA then you fill in the permit information in the boxes under it.
I learn new things all the time too! Are you a member of the Louisiana CHP instructor FB page?

Where are you based out of? I know two people wanting permits and I would rather send them to a TD user.

I don't do it full time (only on the side) so I don't have a brick and mortar business. I do it for private groups who have property we can shoot on since I also don't own land or a range.

There are no necessary steps to take in order to open carry. However, open carrying is generally a bad idea. You will get unwanted police attention, scare people around you (mostly innocent people), and lose your element of surprise.
Open carry means just that open. The firearm has to be open and obvious to the general public and police.
The laws are not stricter for permit holders (other than having to disclose to law enforcement that you are armed).
You can't carry in certain places, like bars, government buildings, etc., and alcohol restriction lowers to .05 I believe
All of this is good info. I got my CCL a few years ago, although I rarely utilize it. I need to find a good holster. And I think the alcohol content is .02 I need to check that.

quote:The law is the law. I don't believe this is accurate
I've heard that once you receive a concealed carry permit, the laws are much more stringent on the individual should the need to use the weapon occur because you are more knowledgeable on the laws. Is that accurate?
quote:DO NOT carry if you plan on having a drink.
It's also my understanding that there is no alcohol consumption allowed while carrying a weapon which would kind of negate carrying for me in particular since most times I am out for the evening at dinner or otherwise I will at least be having one drink.
