First off, I'm not trying to start a debate on the crime in New Orleans.

I just have a question with regards to carrying handguns. I'm aware that a permit is needed for concealed carry, but are there necessary steps to be taken in order to open carry? And more importantly what is the definition of open carry? Can you have a hip holstered fire arm underneath a sport coat or jacket for instance?

I've heard that once you receive a concealed carry permit, the laws are much more stringent on the individual should the need to use the weapon occur because you are more knowledgeable on the laws. Is that accurate?

It's also my understanding that there is no alcohol consumption allowed while carrying a weapon which would kind of negate carrying for me in particular since most times I am out for the evening at dinner or otherwise I will at least be having one drink.

I've tried looking up the statutes and haven't really been able to get a clear answer on these types of questions. Any help that could be provided would be greatly appreciated. TIA

The appropriate test to be applied in prosecutions for illegal carrying of weapons is whether, under the facts and circumstances of the case as disclosed by the evidence, the manner in which defendant carried the weapon revealed an intent to conceal its identity."

I'm a certified instructor in Louisiana and I agree that you'll get much better responses on the OB.

If your garments are covering your firearm in any way that it is not out in the open it is considered concealed. Some carriers wear an open button down shirt (and undershirt) with an outside the waistband holster - this is concealed.

Most of your specific questions can be answered in LSP.org. Click "applications and forms" at the top and click "concealed handgun permit application." All carry statutes and use of legal force laws can be found there.

I'm having to renew my permit at the end of next month and it looks like the rules have changed since I got mine. My understanding is that if you get the lifetime permit, you still have to go through a class every 5 years and provide that cert to LSP. Is that correct?

this is correct. Also, if you get a 5 year permit you can use your permit instead of going through a NICS check when buying a gun. Can't do the same with a lifetime permit.

I too am a certified instructor.

Also, what's the point of getting a lifetime permit if you essentially have to renew it every 5 years (besides price)?

I would assume the reason would be because with the Lifetime it is harder for the gunshops to tell if you have done the required training needed to keep the lifetime valid.

sidenote- if you move and have to change your address they don't send you a new permit reflecting the change, they only update their system. I found that odd. Especially since now I carry my permit with the old address and my DL has the new one.

That is odd but I guess if cops need to verify it, they could always call it in. I figured they would do the same if you were using your permit to buy a gun just to verify it was up to date or not a fake.
