You're correct, at least to a point. The AEF (American Expeditionary Force) sent to Europe was woefully trained and equipped when it first began arriving in France in 1917. However, by the time of the big German offensives of 1918, these deficiencies had been rectified and the Americsn Army had grown into a potent force on the battlefield.

If anyone is ever curious about the transformation of the American Army from WWI to WWII, you should read the book, There's a War to Be Won by Geoffrey Perret.

It starts at the closing battle of WWI and follows the architect of the greatest fighting force ever, George C Marshall.
