If he only missed one attempt at delivery then I wouldn't sweat it. These kinds of things happen, especialy if he is probably just running some kind of small side thing out of his home. I've missed deliveries before just because I had to be somewhere else at the time. Give him a couple days. It shouldn't be a big deal.

you are fine. They will give the seller a couple of days to respond, if he doesn't then you get your money back anyway.
To them an attempt to deliver, is almost the same as a delivery.
I have a bad paypal story too.
But I still like Paypal.
I had paypal hold $350 for six months because I sold "fradulet" merchandise.
I bought a ton of jerseys from ebay and the ones my friends didn't want (or were just wrong size) I sold back on ebay.
Well one went to a guy with Adidas, Adidas owns Reebok. So he opened a claim against me. I lost my Ebay and Paypal account, and was told I owed Adidas a good bit of money (over $1,500)
I threw the letters away and never had any intention of paying them. The money in my account was frozen, and Ebay suspended me. Even though I was able to prove I bought the items on eBay, and had no way of knowing they were fake (other than price). I was still found guilty in the eyes of Ebay.
After six months my Paypal and Ebay accounts unfroze.
But by then I had already made new accounts with new info so I never used the old ones again.
Worst thing Paypal told me was "We dont care to do business with scammers like you" I didn't "scam" anyone. I was selling jerseys for $45, i paid $35. I was just trying to get my money back and cover fees. This was years ago.
Pissed me off, but still I like what Paypal does and use them as my company CC merchant now.
But I take my money out of my Paypal account daily and never leave more than $50-100 in it.
