Putin condemns attack in Nice, terms it ‘monstrous evil’

I never served in the military and I don't know much about operations but how can one group of people piss off the entire world and still not be wiped off the face of the Earth?

Several reasons.
There seems to be an unlimited supply of enemy. Kill one and another takes their place.
The enemy doesn't wear a uniform and isn't easily definable. Yes they are generally Muslim and mostly of of Middle Eastern origin but that literally describes billions of people. Wiping billions of people off the face of the Earth isn't a viable option.
They usually don't outwardly let you know they are your enemy until the moment they kill. Unlike traditional war, we don't really know who the enemy is until they have already killed.
Usually wars are won by force and then rational negotiation. Rarely is force alone enough to win. This enemy doesn't appear to have any interest in rational negotiation.
Reasons go on and on really.
