It's a great idea but nearly impossible to enforce. Unfortunately some people just think being mean to certain social groups is part of the holiday.

True story: My BIL is from South Carolina, but presently resides in an affluent suburb of NYC. His father is an eye surgeon, he's an anesthesiologist. Genteel, old south, well mannered and well off people...
A few years ago, one of his neighbors asked him if he would be offended if her son dressed as a "redneck" for Halloween. He told her "Of course not." He said he's so far from being an actual redneck, that it didn't immediately occur to him that she may have considered him to be a redneck (not that there's anything wrong with that).
Upon hearing the story, another neighbor, who was typically pretty mild mannered, said, "I'm going tell (the neighbor) that (her daughter) is dressing up as an ignorant bitch for Halloween and ask if she be offended."
