Police go to wrong address, kill homeowner in the middle of the night

A Stockbridge man shot by police who had been dispatched to the wrong house died Thursday afternoon, a relative told The Atlanta Journal-Constitution.
Brother-in-law Clifton Worn said William David Powell, shot in the neck by an officer, was pronounced dead around 4 p.m. at Atlanta Medical Center.
Henry County police were responding to a call to 911 reporting gunshots and a woman crying for help. A preliminary review of the 911 call indicates “the officers were at the wrong location,” said Scott Dutton, spokesman for the GBI, which is investigating the shooting.

Powell, according to his mother-in-law, Geraldine Huey, had gone outside to investigate a possible intruder.
“He went to see what the dogs were carrying on about,” said Huey, 85, who lives next door. “He (picked) up his gun and when he got to the gate, they shot him.”

“It’s a big mess,” she said. “Police evidently thought they had the right house.”
Powell is an Air Force veteran with three grown children, according to his mother-in-law.
“He worked all his life. Went to school,” she said. “Just somebody you’d really like to know. He’s right here for me any time.”
And of course, sadly but predictably...

According to police, Powell ignored orders to put down his handgun. One of the officers then fired at the homeowner, who had just emerged from his garage.
A neighbor told The Atlanta Journal-Constitution that police didn’t do a good enough job identifying themselves.
“I think the police should identify themselves more if they show up at someone’s house in the middle of the night, instead of just shining lights in their windows,” said Darrell Cooper, who has known Powell for at least 30 years. “He’s a fine man.”

Pretty terrible situation. How'd the officers end up at the wrong location? Dispatcher error, or the responding officers'?
Really sucks regardless though. I'd imagine the cop doesn't feel too good about it.

I'm going to go ahead and point out the fact there is about a 100% chance this claim is total bullshite. This is their usual lie to cover their arse just like they always claim to "smell marijuana" anytime they want to search a vehicle.

Sounds like a Billy Bob type of operation down there in Georgia.

The argument that prompted the initial call to 911 at 11:54 p.m. Tuesday took place at a neighbor’s house — where, it turns out, no shots had been fired, Dutton said. The operator was never given an exact address even after contacting the caller a second time, he said.
“Something got lost in communication,” Dutton said.

Does their police force wear cameras? If not, why?

This happens far far too often.

Because they get their information from unreliable sources and they do very little verification because it wouldn't be "efficient".

Well that's just a tragic series of events. Who called in gunshots? Why did no one get an exact location? Lots of stupid for something so senseless to happen.

If the call came from a cell phone, its difficult for law enforcement to find the location without the caller giving the address.
John Oliver had a good report on 911 and their difficulties with cell phones when it comes to accurate location dispatches
Officers definitely should have done a better job IDing themselves

That's an easy claim when typically the other person isn't alive to dispute it.

How is it that you can run through an intersection at 1mph over the limit and the city will send you half a dozen 8-1/2"x11" professional quality photos of your car/plate/face in the mail but when doing a late night raid they could confirm the correct house/owner with something as simple as google earth?

Amazes me how stupid cops really are. This whole travesty could've been avoided with plain common sense.

Meh, you can't blame them for repeating strategies that have gotten them off the hook in the past.
I bet I can predict what happens here. DA convenes a grand jury. Gets life threatening testimony from officer Billy Bob, claims he felt threatened, and that the deceased was uncooperative. Then put officer Billy Bob's wife on the stand and say that she lives in constant fear of him not coming home everyday. Then get all of his LEO buddies on the stand to say what a wonderful officer he is. Grand Jury returns a no- bill.
Family then sues and gets a settlement from the city in which no officers feel any financial liability, and in which the city assumes no fault. No officers are reprimanded or punished. In fact some may even be promoted for properly following all the rules. The family can never speak of it again either.
Feds come in and do a civil rights investigation, but no charges are ever filed. Case over.

Normally I hope that the officers responding are competent enough to figure this out on their own, then I read stories like this.

Police actually have a leg to stand on in this case. Responding to a "shots fired" call & encounter a man outside with a gun. Not excusing his murder, simply pointing to circumstances the GBI will use to justify it. Of course, the article goes on to state no shots were ever fired. The transcripts of the 911 call & dispatcher's communication will be important.
