Can boots, such as, say, the ones pictured below, be worn with dress pants/slacks? If so, what type and color?

Those are fine for jeans. I wear boots and slacks everyday but I live in Austin. I'm also an outlier amongst the snowflakes here

I'd say no unless jeans. The thick part wouldn't do well with anything other than jeans.
