I think I've read that Mexican cartels can make it on their own now.

You're probably right, but they keep getting it from China cheaper than they can make it. Chinese slave labor is even cheaper than Mexican slave labor.

Anyone care to say what the effects of this drug are? Does it give you a rush, or a loopy high, or what? What's the appeal?

I think "loopy high" covers it considering the stories of guys with battlefield injuries being totally chilled thanks to a fentanyl lollipop.
