NOPD could start warning juveniles instead of arresting them

Under the proposed ordinance, the offenses eligible for a written warning are:

criminal mischief
criminal trespass
disturbing the peace
minor traffic violations
misdemeanor illegal possession of stolen things
misdemeanor obstruction of justice
misdemeanor theft or theft of goods
obstructing public passages
simple assault
simple battery
simple possession of marijuana


"The directive under consideration is part of an initiative to reduce racial disparities in the city's criminal justice system, aimed at reducing the number of juveniles being taken into custody at the New Orleans Juvenile Justice Center. More than 95 percent of the juvenile offenders booked at the facility are black, and research has shown that the more time they spend in a locked down environment, the more likely they are to return to jail later."

I don't know why any race bs needs to be brought into it though.

But I completely agree with this...

This will cause outrage when someone who is let off with a written warning kills someone that same day.

Institutionalization. This research isn't new.

The best thing for these young men is to send them to a military academy. Unfortunately they will not get the structured discipline and self-worth they need at home, or in jail.

This is true but I wonder what the statistics are for repeating crimes if there are no consequences for getting caught previously...
