Right, John Ehrlichman died in 1999. The quote in the OP was from an interview that took place in 1994. The topic was revisited due to a new report by Dan Baum (the interviewer) for Harper's magazine.

Somewhat. A lot of it also had to do with the fact that during prohibition marijuana got much more popular as it was a substitute for getting drunk. The government realized that people were using it to get into an altered state of mind, though different than alcohol, and decided to ban it.

And the war on Cocaine was because DC hated Columbians, riiiiight.

It is pretty dang easy to say that the war on any drug is because the government hates the most active and known users. Frankly, I don't really blame them or think there was a whole lot wrong with that line of thought.

Criminals do whatever it takes to skirt the law, sometimes the government has to bend and operate in the gray area to stop them.

Maybe so, but when you break the law you give government a means to prosecute you. The hippies and blacks did have a choice to stop using drugs didn't they? (Im not arguing if weed should be legal or not. It isn't and wasn't but they chose to disobey the law).
