Cops. I did the same thing in college once.
Told the apt under me to not play loud music at 2am on Tuesday more than a few times. Kept calling the cops after they wouldn't stop. I think they got a ticket or whatever and eventually stopped.

I hate that for you. I would go over and have a sit down conversation with him about it. Don't be a dick, just talk to him. He may have grown up where it's ok to do that kind of thing. You never know someone's history until you talk to them.
If that doesn't work I would call the cops every time I heard it.
P. S. Get some other neighbors involved also. Everybody bug the frick out of the cops when he does it.

Probably the best part of my immediate neighbors (behind and sides) is we all have pools and we all jam. Life is good...turn it up. If it's too loud, you're too old.
On a side note, my neighbor behind us is a smokin' hot milf. Sorry, no pics....yet.

Go over to his house and steal his power meter. Power will go off and it will be quiet. Plus he will have to sleep the night in an house with no AC and all the stuff in his fridge will go bad.

Are we neighbors?
I have a neighbor that plays music so loud on the weekend that I can Shazam his songs while I'm inside. When he's REALLY fricked up(he's a painter and graphic designer and does some pretty heavy drugs), he'll do it at 2 in the morning on week days.
It doesn't bother me much, but he's had the cops called on him and his friends in the same complex will damn near knock his door down to get him to stop the music.

Cut the grass before 8:00 a.m. The OT thinks that is way worse than loud music playing all hours of the day or night.
