Next door neighbor plays music very loud

He has an entire setup going on inside his shed and every weekend (and quite a few weekdays) he thinks it's socially acceptable to turn the bass up and chill/get high/drunk or whatever the frick it is that arse does when this happens.
I've asked him three times in the last year to turn his shite down, and he does, but only for that time. I guess he feels like I'll be okay with hearing his shite white trash music another day instead because every time he turns it on, it's loud as frick and all we hear inside our own home is his bass.
Do I call the cops or get a setup of my own and play Mmmbop all the way up, with speakers pointed at his house, on repeat?
