Smoking will be allowed at OUTDOOR AREAS of Bars, Restaurants and Casinos.

I do not believe the interiors are exempt.

Next up they will pass a law you can't consume alcohol past midnight.

New Orleans isn't supposed to follow what the rest of the US does. That's why it's New Orleans. frick this law.

Well that was already exempt. I take it they just included that incase Harrahs decided to build something outdoors. I did miss the outdoors portion of that sentence though.

guessing it will be done like how they separated restaurants and bars before...% of sales, insurance, etc

*ETA: maybe they'll just deny liquor licenses to these places
