If she holes up there, somebody needs to flip the circuit breaker and let her experience the feeling of summer in NOLA without any air circulating, not to mention the lack of cooled air circulating.

That entire block was donated to the city by William Ratcliffe Irby (see: Irby Trust), the block on the other side of Jackson Square was donated to the Office of State Museums (Irby donated the Presbytere and Cabildo to OSM), this all happened back in the 1930s.
If I understand the setup correctly, the rent generated by the apartments (on the 2nd and 3rd floors) as well as the businesses (on the bottom) go to Irby, then Irby distributes those to OSM and the city (Irby may keep some to the board to run things, not sure though).
State Museums also has an apartment (in their building), they use it to house visiting artists and such, as well as when the Lt. Governor is down there for a few days (on State business), since OSM is under that office.
