There's a lot of truth in this statement. Ghettos were created by urban planners to keep animals circulating amongst themselves. And no one really cares who they kill, rob, and maim in their own world. Jungle rules.
It's when they spread out and start ruining our lives that we take notice, and pine for the days of criminal warehousing in high rise ghettos cut off from the rest of the city by 6-lane interstates. That was good thinking.

Do you get it? Black on black crime isn't the problem. What's holding them back is the fact police, in many instances, happen to be white and they have to end up shooting a black felon who is trying to reach for their weapon when the police are trying to arrest them.
That black felon's life, who was willing to shoot police in order to get away from them.. Is more important than anything.
