You can't change white trash. Tell him to move to the country and he can have all the'projects' he wants buried in weeds. Otherwise move them to the garage or back yard.

HOA's are a pain in the arse but if Im living in a neighborhood and not in the country, they should be considered a nessesary evil.

Craigslist them. Put them on for relatively cheap & offer to deliver. Blame the wife, saying the cars must go, She's tired of the projects.
This should generate lots of phone calls for him and get his attention.

When I read your post, I assumed you were one of my neighbors. My neighbor across the street had 3 cars and an engine hoist in his driveway. All have been sitting there for well over a year untouched.
