Just maybe the OP's neighbor hates looking at a 100' wood fence that looks like a prison compound. I just don't see how people can look at that crap and feel that it looks good.

When I purchased my house it was three years old and a landscape architect owned it. It takes a lot to take care of it. He planted vines that grow up a fence between a neighbors house and my driveway. It covers the entire fence, on both sides. My neighbor has never complained. I don't know what the vines are, but they flower these beautiful flowers three times a year.
Someday, the fence will have to come down and the vines with it.

just ask. I have bamboo growing in my back yard and it hangs over the fence that separates my yard from my neighbor. she asked if she could trim the bamboo that hangs over, I told her sure. no big deal
