Dogs see in black and white. Pretty obvious which shade your dog sees you in.

We had a dog that would do this. Hurt like hell but I eventually learned to take evasive measures. Lol. Now they just run around the perimeter and bark.

Mine did this too. Ease into the pool using the steps instead of jumping in. Use negative reinforcement when he freaks out. Be patient. Take his mind off the fact you're in the pool with a distraction. Mine are obsessed with fetch so I'll throw the ball from the pool. Ball is life so they forget the fact that I'm in danger of drowning

I believe putting him out of sight and out of mind might be your best solution. I mean if your dog liked to hang out on the street you would take some kind of action to keep him from getting run over because he's doing something he shouldn't.

1. Go to the shallow end.
2. Wade in the water for a few minutes and try to calm him.
3. Repeat and move a bit deeper, etc.

He'll catch on.
