Sorry but the solution to that problem is not more teenage pregnancies by the people that have a chance to make something of themselves.
You have to figure out a way to keep people that shouldn't be procreating from procreating.

The vast majority of Millennials are no longer teenagers (aside from the ones born in late 1996/early 1997).
