I get this form of "justice" if there's very clear proof the person did it. At least from the story, it doesn't appear that this was the case.

Indonesia is infamous for this. An Englishman, his wife and ten year old son were in the backseat when their driver hit a moped, killing a child riding with his father.
Whether it’s a Muslim thing or local culture, a mob formed, dragged the young English boy out of the car and beat him to death. Justified as an eye for an eye by the locals in Jakarta.
I never drive in a foreign country, and in most countries have my hotel arrange to send a limo rather than taking a local taxi at the airport. Not much more expensive and far safer.
Traffic in Jakarta, KL, Bangkok, Beijing or Shanghai is a free for all, similar to a demolition derby race. Mexico City is right up there with them.
