Of course. It's the favorite pasttime of poor countries.
Dirt poor? Rampant disease? Future bleak? Well then, sounds like having 7 children is just the thing to do.

Beer and eggs. Throw a loaf of bread and some ham in there and you pretty much have everything you need to ride any disaster out.

You realize that's the point, right? To have as many kids as possible. The mindset is the more kids you have, the more valuable you are. They go in knowing not all their children will survive. That's a part of life for most of the world for world history. But for every child that survives, you can put them to work and when you're too old and decrepit to go out into the fields, maybe some of your children will still be around to help you out.
I know that this is the mindset in Africa at least.

If you are in a country where the water supply isn't safe you may find yourself drinking beer instead of getting sick. If there was bottled water available I guess he could buy that instead, but beer probably costs about the same as the filtered brand name water.

True, but alcohol dehydrates you, also something you don't want in an emergency situation. The best thing to get would be some sort of Cuban Gatorade knockoff.
Is the water in Cuba bad? It's been a huge tourist location for years for Canadains and Europeans.
And it also was ranked just two spots below the US in health care. I don't think the water would be that bad to drink there.

Cuba actually has a good healthcare system. Not much else though.
