I can see this one playing out now: she's going to sue the government for the student loan system "forcing" her to go into drug dealing to pay for her tuition.

That's definitely levels a good bit above personal use, but yeah, "kingpin" is a bit of a stretch. By my educated guess that's only a few thousand dollars worth of drugs.
