Man handling gun while 'rapping' accidentally shoots cousin

The teen told deputies he and his cousin were rapping in his bedroom at the time, an arrest report said. Smith happened to also be handling a pistol when the gun discharged. The victim was taken to a local hospital for treatment. His condition was not available. Smith told investigators he didn't intend to shoot his cousin. Neither the teen nor his mother wanted to press charges against Smith. But deputies took him into custody and booked him into the Jefferson Parish Correctional Center in Gretna. Smith was still being held there Tuesday in lieu of a $5,500 bond.

He's been in there for a week because he can't post bail.

What exactly are they holding him on if no charges are being filed? Not gonna lie, I don't know how all that works.
