Male inmate accused of raping female at Union Parish Detention Center

Help me understand this story, I don't get how this could happen. The guy is waiting sentencing and so the prison guards just open up the doors to an isolation cell where a 17 year old who is high on meth was being held and let him come and go? It makes no sense.
Do they not separate male and female prisoners? They just let the prisoners go where they want? He was awaiting sentencing so I guess is not actually a prisoner himself yet? The guy is a serial rapist, so sure buddy you want to go into the isolation cell with this 17 year old knock yourself out. WTF..
From the sounds of it some prison guards need to spend some time behind those bars as well. The story makes no sense so there very well may be a good explanation, but from the outset it seems like they are culpable in this.
It's tough to pity someone high on meth, but no one deserves to be raped. I know the jokes about not dropping the soap while being locked up, but to me if you are in the custody of the state it should be their responsibility to ensure your safety throughout the duration of your sentence.

According to this site, a correctional officer in Union Parish make $2k a month. Assuming a 40 hour week, that averages right around $12.50 an hour. You get what you pay for.

Sounds like they were pissed at the girl and decided to let a known rapist have fun with her. If the guards aren't charged something is wrong.

Since they actually let the rapist in the cell and let him out when he was finished, I'd say yeah, they do. This doesn't sound like some kind of horrible act of negligence. It sounds like depraved indifference or something even worse. Maybe the rapist arranged it in exchange for money or drugs, or maybe the girl pissed the guards off and they decided to teach her a lesson.
Several things should happen here:
The state police should take over the investigation, and the entire department should be heavily scrutinized, up to and including the sheriff himself.
There should be immediate suspensions and/or firings. Sheriff's deputies are not under civil service, so this can be accomplished quickly.
The legislative auditor should do a proctological audit of the department to see what else is going on.
Several things should happen here:
The state police should take over the investigation, and the entire department should be heavily scrutinized, up to and including the sheriff himself.

The Detention Center is NOT ran by the UPSO it is ran by the Police Jury. Once they enter the center they are out of the hands of the local police.

When I was a deputy, one of the correctional officers in the parish jail was somehow being blackmailed by an inmate, and in order to keep the inmate from ratting him out, he was sneaking contraband to the inmate. At some point, the inmate decided he wanted one of the female inmates. The CO actually opened the female dorm and let the male have time with one of the females. He was recorded letting the inmate go into the female dorm and cost him his job.
