That's my understanding. I don't know if this is true or not but someone from Texas also told me that cops cannot exceed 50 mph in a car chase either.

i don't get how they tried to stop the car with spikes but it didn't work. once the tires are flat, it seems like a matter of time before you're riding on rims and have very little control.

I like how they were talking about how irresponsible people were for standing on the side of the bridge filming and then one of their news trucks was on the side of a bridge filming.
