OK, let me make this as simple as possible because it seems you know nothing about trains.

This is what a Zoo train engine looks like...


notice how close to the ground the Engineer's feet are? Unless the dork taking a selfie is a Smurf with pigmentation issues, there's no way he was standing next to a Zoo Train.

Now here is a normal freight train engine....


Take a good look at the front of the engine. Now go back and look at the gif in the OP..... take your time.... There you go.

I said "comparable to" a zoo train, meaning a smaller train on which the conductor rides on the outside of it. I've never seen one ride like that on a large train. Also, this...

Suicide by train is not a rare occurrence. I imagine the conductor was trying to kick him away and missed his mark. I am sure it is a pretty heavy burden to carry for a conducter when they smash someone and he likely thought trying to kick the guy away was the prudent move. People get smashed by trains with great regularity and I imagine numerous conductors have squashed a few. I don't know where one would find statistics on such a thing but perhapsone of the guys on here that works for a railroad can enlighten us.

So guys who are in the wrong place during a parade can get kicked in the head by a police officer from behind?
